TL;DR: The padlock code was wrong.
When we arrived at the school car park, we were meant to unlock the padlock using the code provided to us by email.
But the gate was already open, so I had the idea of trying to see if the padlock code was correct, and it wasn't.
In practice had we left the car there, someone might have locked the car in overnight.
In the end I parked just outside the school - there were many parking spaces on the main road.

unfortunately the padlock code left by just park was incorrect and several cars were locked inside the car park. just park 'urgent line' doesn't answer.
