Although I had booked the space from 9am until 22.40 when I returned back to my car there was a parking penalty charge notice on it from London Borough of Harrow. Nowhere on the booking did it say that a permit had to be visible. I did call the number for the owner of the space and left a message. I have challenged the PCN. Has this happened before? Hopefully London Borough of Harrow will review and cancel the PCN.
