Barriers up both times on arrival and leaving as well. Guard was in. Parking is ok though spaces are really tight just enough to squeeze in on driver side (my car is on the small side).
Yes, there was rubbish around as mentioned in previous reviews.

The entrance to the car park is located on Cornwall Road, Waterloo. Please use the postcode SE1 9PP. Please be aware the car park may be displayed as 'South Bank Car Park'.
The parking instruction postcode SE1 9PP above led us nowhere to park, to a dead end, so we had to resort to the booking details postcode SE1 9PU.

Very easy to book in advance online. Much cheaper than paying at the car park on the day. Far cheaper rate than other car parks in Central London if booked online. A manned office as you arrive and friendly service. Barriers were up when we arrived and exited and as they have you registered it is quick to park and exit. Plenty of places to park. Good experience.

easy to find address but also easy to drive past entry. Not that clean & poor lit, directional signage requires addition as does signage to pedestrian exits. No signage for on foot re-entry.
